It is important to remember that the publishing of songs, or classical music, aims to make these works accessible to the general public through radio, concerts, records, downloads, streaming, etc. In legal terms, the purpose for which the work is published is called its destination. In this case, the destination of production music works is musical illustration, especially when the music is synchronized with images.

The role of a production music publisher is to publish and promote catalogs of recorded music to synchronize them with audiovisual works. Unlike musical works whose primary purpose is not synchronization with images—such as songs intended for the general public—the usage rights of production music catalogs are subject to fixed and simplified rates. However, this simplification of usage conditions does not mean that production music catalogs can be considered “royalty-free music.” Indeed, their use always requires authorization from the publishers to whom the creators, musicians, and artists have granted exploitation rights, particularly the right of synchronization. In this regard, production music publishers are also the producers of the phonograms of their catalogs’ recordings, meaning they hold the exploitation rights.
